If scale symmetry is exact in nature, then how do we break it, and thus generate mass? We cannot make a "Higgs potential," since we would have no mass scales to begin with. Gravity suggests a simple solution: all mass scales can be formed spontaneously when a universe with no mass scales expands out of themal chaos. This explains not only that we had inflation, but that we needed it to have Einstein gravitation.
