DESCRIPTION:We develop a Heat Kernel based formalism to compute the one-lo
 op thermal effective action for dimensionally reduced 3D thermal EFT match
 ing. Applying this to the Abelian Higgs model\, we derive the effective op
 erator basis up to dimension six\, incorporating non-perturbative Polyakov
  loop effects. We discuss implications for cosmological phase transitions
